Families from diverse racial, cultural, and socio-economic backgrounds will be involved in decision making at every level of the design, implementation, and evaluation of

The New Jersey Early Intervention System (NJEIS), under the Division of Family Health Services, implements New Jersey's statewide system of services for infants and toddlers, birth to age three, with developmental delays or disabilities, and their families. The Department of Health and Senior Services is appointed by the Governor as the state lead agency for the Early Intervention System.

MEDICAID WAIVER PROGRAM:


New Jersey Care 2000+
Managed care program that provides comprehensive medical and social services to children with special healthcare needs.


New Jersey Family Care Waiver NJ-03.R04
The State of New Jersey operates this managed care program which continues to outreach and provide education about Medicaid managed care to all 21 counties throughout the State. It is designed to improve access and availability of health care services for individuals who historically have experienced difficulty in finding care. Populations included under this waiver consist of children with special needs such as blindness or disability, and children in foster care.

TEFRA: (Tax, Equity and Fiscal Responsibility Act of 1982)

Under the Tax Equity and Fiscal Responsibility Act of 1982 (TEFRA), states may provide Medicaid coverage to children with severe disabilities, disregarding their family income, if these children require care at an institutional (hospital, nursing home or intermediate care facility) level.
When a child receives extended care in an institutional setting, family income is disregarded as a qualification for Medicaid. The TEFRA State Plan Option makes it possible to do the same for a family whose child requires care at the level provided in an institution, but who choose to care for their child at home. Currently, 18 states and the District of Columbia have chosen to implement the TEFRA State Plan Option. Because states vary widely in the availability of institutional care for children and the clinical criteria for admitting children to these institutions, the numbers of children and youth with special health care needs (CYSHCN) who receive Medicaid benefits under this option also varies widely from state to state.

KIIDS (KNOWLEDGE AND INFORMATION ABOUT INDIVIDUALS WITH DOWN SYNDROME

KIIDS is a non-profit organization based in Southern New Jersey. It was founded in 2003 by several mothers of young children with Down syndrome who met at a monthly playgroup.

Their purpose in forming KIIDS was to help support new parents of babies with Down syndrome since they all had such positive experiences in sharing their stories with one another. Their mission at KIIDS is to provide new parents of children with Down syndrome with the information and the necessary resources to help their child reach their full potential and to spread knowledge and information to medical professionals, educational professionals, and the public about Down syndrome.

Throughout the year, they have family get-togethers, host educational presentations and provide various opportunities for sharing information and support.
